Mohammad Haneef Atmar, the Afghan foreign minister, spoke with his Indian counterpart S. Jaishankar on Aug. 3 about convening an emergency session of the U.N. Security Council to address the Taliban's violence and atrocities across Afghanistan.

Atmar's phone call to Jaishankar Tuesday evening happened to fall on the same day as a car bomb attack in Kabul on the home of defense minister Bismillah Mohammadi, which resulted in a fierce fight between the attackers and security forces. Atmar also briefed envoys from several countries, including India, on the security situation and the Taliban's collusion with groups like Lashkar-e-Taiba (LeT).
