Narendra Modi’s administration has urged Tesla to produce locally, but Musk wants India to decrease import duties as high as 100 per cent on electric vehicles so that the company can sell models built elsewhere at competitive costs initially.

India rejected Elon Musk owned Tesla Inc.'s request for tax breaks to import electric vehicles, claiming that rules already allow bringing in partially-built vehicles and assembling them locally at a lower levy.

"We looked at whether the duties needed to be rejigged, but some domestic production is happening and some investments have come in with the current tariff structure," said Vivek Johri chairman of the Central Board of Indirect Taxes and Customs.
