Pulitzer-winning Kashmiri photojournalist barred from flying to Paris

Passengers are detained by immigration officers based on Look Out Circulars (LOC). A person will not know if such a circular exists against him or her until after they have purchased their tickets and arrived at the airport.

Kashmiri photojournalist and Pulitzer Prize winner Sana Irshad Mattoo was stopped by immigration officials at Delhi's Indira Gandhi International (IGI) airport and prevented from traveling to France on June 2, 2022.

Mattoo, who was on her way to Paris for a book launch and photography exhibition, said she was detained without explanation and informed she couldn't travel overseas.
