Congresswomen Carolyn Bourdeaux and Maria Elvira Salazar have proposed a bill in the House of Representatives that would provide H-4 visa holders an automatic right to work in the nation, benefiting the families of thousands of foreigners, including Indians, while simultaneously addressing the labor shortage affecting American businesses.

Dependent spouses and children accompanying H-1B, H-2A, H-2B, and H-3 visa holders to the United States are granted H-4 visas.
